Pilot testing and iterative research and development (R&D) will allow us to prepare for the creation of an Agenda Citizens’ Assembly with minimal funding and resources.
#Team of collaborators
We are building a team of collaborators all around the world. This team will be coordinated to increase, step by step, the complexity, diversity and the size of the Assembly to design it through research and practice.
#Removing Design Bias
Moreover, conducting pilot tests to determine design choices help us remove founder bias: instead of building an assembly based on collaborators’ personal ideologies, we pool numerous research outcomes to collectively & empirically inform assembly design.
#Online Methodology
Online methodology will be the simplest and cheapest and can provide us expertise for future work. It will also grant us access to more diverse demographics for pilot testing at low costs.

1. Online Assembly
Online methodology will be the simplest & cheapest and provide us expertise for future work. We will start with smaller mini-publics and increase the number of participants & diversity step-by-step.
Before going to the next level we will need to integrate all the research accumulated in the Online process to set up the Face-to-Face Distributed Assembly.
2. Face-to-face Pilot
With increased funds, we will begin local assembly chapters. These programs will deal primarily with facilitation research, as well as work with immigrants to test multicultural work.
Again, we integrate research from Face-to-Face Distributed Assemblies to compile design decisions for the Integrated Assembly.
3. Agenda Assembly
The first WCA Integrated project will involve 177 participants who collectively represent the world population by gender, age, region, and socio-economic class. They will generate a global agenda and deliberate on various issue-specific bodies.
